Measuring property media with metric contracts, governed tracking and honest attribution
Measure England property media with reproducible metric contracts, honest attribution, privacy controls, uncertainty and decision-led reports.
A measurement plan for property creators should tell an England property-media team what happened, how the figure was produced, what it cannot show and which decision follows.
A platform view is an observation, while a rule assigning an enquiry to a link is attribution. A credible estimate that the media caused an outcome needs a counterfactual or another proportionate evaluation design. Those are different claims.
There is no official England benchmark for property-creator reach, enquiries, fees, returns or property outcomes. This guide therefore provides definitions and blank reporting structures, not typical figures. It covers media about identifiable property in England while keeping England-and-Wales property records, UK regulation and global supplier outputs in their correct geographies.
What to take away
- A metric only belongs in a report if its change could alter a stated decision.
- Platform observations, attribution rules and causal impact claims are different and must be labelled separately.
- Every measure needs a versioned contract covering event, population, calculation, time, source, logic, scope, quality and governance.
- Tracking remains subject to PECR and UK GDPR duties regardless of analytics requirements.
- There is no official England benchmark for property-creator reach, enquiries, fees or returns.
Start with the decision, not the available chart
Write down the decision owner and the choice they face. Examples include whether to correct a stale property statement, change an accessible format, pause a lead form, renew a commissioned series or commission a causal evaluation. A metric belongs only if its change could alter that choice.
Then state the theory linking activity to a possible result. Publishing an accessible property guide may lead to a completed viewing enquiry, but competing listings, season, price, finance conditions, distribution and offline contact can also affect that event. Put those alternatives beside the metric before data collection begins.
The 2026 Magenta Book is written for government evaluation, yet its distinction is useful here: monitoring can describe change, while impact evaluation addresses whether an intervention caused it. Applying that distinction does not turn a commercial report into official statistics or prove a media effect.
Give every measure a metric contract
A label such as "engagement" is not reproducible. Store one versioned contract containing all of these fields:
Field / Required definition
- Event
- The exact recorded action and the point at which it counts
- Population
- Eligible people, sessions, assets, jobs or enquiries
- Calculation
- Numerator and denominator, including the treatment of zero
- Unit
- Count, proportion, percentage, GBP or another stated unit
- Time
- Reporting period, event timezone, late-arrival rule and comparison window
- Source
- Named system or official record, export date and owner
- Logic
- Query, filter, join key, attribution rule and version
- Scope
- Geography, channels, included events and exclusions
- Quality
- Missingness, duplication, identity limits, uncertainty and revisions
- Governance
- Metric owner, reviewer, decision threshold and update trigger
The Code of Practice for Statistics is not mandatory for a private dashboard, but its quality framework is a sound editorial reference: suitable data and appropriate methods should meet the user's need. Do not attach the Code's official status to the resulting commercial analysis.
Define operational metrics without pretending they show demand
Evidence-ready release rate. Event: a fixed candidate receives every applicable property, advertising, FCA, privacy, rights, security and accessibility decision before publication. Population: candidates scheduled for English property media during the stated calendar month. Numerator: candidates with all applicable passes on the released version. Denominator: all eligible scheduled candidates, including those later held; withdrawn duplicate jobs are excluded and reported separately. Unit: percentage. Time: calendar month in Europe/London, using approval time. Source: release register. Logic: candidate-status query v1.0. Owner: release manager. Uncertainty: incorrect gate classification or late signatures can change the result. This is workflow evidence, not proof that a property claim was true.
Source-refresh completion rate. Event: a source card is reviewed after its recorded trigger. Population: material claim cards whose trigger fell due in the reporting period. Numerator: cards closed with keep, amend or withdraw evidence. Denominator: all due cards; triggers cancelled because an asset was permanently withdrawn are excluded with a reason. Unit: percentage. Time: Europe/London, based on trigger timestamp. Source: claim register and saved source edition. Logic: due-card query v1.0. Owner: property-evidence editor. Uncertainty includes delayed official updates and unresolved record matching.
HM Land Registry Price Paid Data covers specified sales for value lodged in England and Wales, with exclusions and incomplete recent data. England Planning Data says coverage varies and no result does not establish that no constraint exists. A refresh metric should preserve those limits rather than scoring any returned value as accurate.
Describe audience behaviour at the source boundary
Qualified enquiry completion rate. Event: an adult submits the approved enquiry form and passes a pre-published, non-discriminatory completeness rule. Population: eligible form starts linked to the fixed England content set and reporting window. Numerator: valid completed submissions. Denominator: eligible starts after documented duplicate, bot and internal-test exclusions. Unit: percentage. Time: event time in Europe/London with a stated late-event cut-off. Source: consented form events and controller's enquiry system, not a platform estimate. Logic: form funnel query v1.0 and qualification rule v1.0. Owner: enquiry steward. Uncertainty includes blocked measurement, cross-device journeys, offline contact and incorrect tagging. This does not show that content caused the enquiry or that the enquiry has value.
Accessible journey completion rate. Event: an eligible test journey reaches the stated enquiry confirmation using the defined access mode. Population: approved synthetic accessibility journeys for the release set. Numerator: journeys completed without a blocking defect. Denominator: all scheduled eligible journeys, with unavailable third-party channels shown separately rather than removed. Unit: percentage. Period and timezone: test month, Europe/London. Source: signed test records. Logic: test protocol v1.0. Owner: accessibility reviewer. Uncertainty covers limited device and user coverage. Current government accessible-format guidance supports planning around audience needs, but it does not certify a private journey.
Treat tracking as a governed data use
An analytics requirement does not remove privacy or PECR duties. Map each event to its purpose, data fields, device storage or access, legal assessment, recipients, retention and deletion. The ICO's final 2026 storage and access technologies guidance covers cookies, pixels, fingerprinting, scripts and related technologies. A qualified reviewer must apply it to the actual implementation.
Collect the minimum needed for the declared decision. ICO data-minimisation guidance requires personal data to be adequate, relevant and limited to what is necessary for the purpose. Property-media reporting should not expose home-security details, private correspondence or raw enquiry text merely because a dashboard can ingest them.
Restrict access by role, keep query and configuration history, and protect logs from alteration. The NCSC's logging guidance says log sources should be chosen for the questions an organisation must answer and secured against inappropriate access or change.
Its generic retention discussion is not a period to copy blindly. Privacy, incident and operational owners must justify the real schedule.
Separate observation, attribution and impact
Use four report labels consistently:
- Platform observation:a first-party channel export states that its own event definition counted something. Preserve platform, metric definition, export date, timezone, filters, coverage and known modelling. Do not merge unlike views or engagements.
- Attributed outcome:a declared rule assigns an observed event to content, perhaps through a tagged link, code or self-report. State the lookback window, eligible touches, tie-break rule, missing identifiers and alternatives. Attribution is bookkeeping, not causation.
- Causal estimate:a comparison estimates what changed because of the content. Pre-specify intervention, outcome, counterfactual, assignment, contamination, sample, analysis, uncertainty and stopping rules. The Magenta Book's quality guidance says monitoring change alone does not establish that an intervention caused it.
- Editorial interpretation:a named analyst explains what the evidence may mean, which other explanations remain and what action is proportionate. Keep this prose outside the source field and obtain statistical review.
When a credible control is infeasible, contribution analysis may examine a theory of change and rival explanations. The Magenta Book analytical annex describes it as an evidenced line of reasoning, not definitive causal proof. Do not convert that judgement into a precise effect size.
Build a dashboard that exposes its joins
Put definitions before charts. The header should display the England property set, period, timezone, data freshness, metric-contract version, query release and last quality review. Each tile links to its numerator, denominator, exclusions and revision note. A blank or unavailable value must stay distinct from zero.
Keep operational, audience, commercial and causal pages separate. Reconcile totals before interpretation: source export to cleaned table, cleaned table to joined outcome, and joined outcome to displayed figure. Report unmatched records, duplicates, suppressed small groups, late arrivals and corrections. Never fill a gap with an estimate unless the method, assumption and uncertainty are visible.
Dashboard must show non-compensating gates. Rising attributed enquiries cannot override a failed disclosure, an unresolved financial promotion, excessive data collection, a missing media right or insecure access. Nor can they override an inaccessible journey.
ASA social-media guidance and FCA FG24/1 require separate qualified decisions for real communication. CMA unfair-commercial-practices guidance supplies a distinct consumer-law reference. IPO's digital-images notice explains why online availability does not settle media rights. Neither record approves a report or asset.
Benchmark only like with like
Before comparing, match event definition, population, denominator, geography, property type, channel, commercial model, time window, data maturity and exclusions. An England operation cannot silently adopt a UK adult platform statistic as an England property-creator performance norm.
ONS UK business activity, size and location counts registered enterprises and local units through stated statistical units and SIC classifications. It does not isolate property creators or measure content performance. A benchmark search may therefore conclude that no defensible external comparison exists.
Use an internal baseline only after the metric contract stays stable. Publish the cohort, dates, completeness, revisions and any changes in distribution or channel rules. Do not average medians with means, rates with counts, different denominators or mature property listings with newly published material.
Turn each report into a bounded decision
Finish with five lines: observed result, data-quality limitation, attribution status, unresolved specialist gate and owner action. State the trigger for re-running the query and the condition for pausing measurement, such as unexplained denominator change, broken consent state, unmatched-source growth, altered platform definition or inability to reproduce the result.
Publication remains on hold until named property, statistical, privacy and PECR, security, accessibility, rights, advertising and consumer, and FCA reviewers approve the real definitions, collection and interpretation. The report may then support a decision. It still cannot promise enquiries, property value, return or causal effect.
Before you act
- Name the decision owner and the choice they face.
- Write a versioned metric contract before collecting data.
- State the theory and competing explanations beside each metric.
- Map every tracking event to purpose, fields and retention.
- Preserve source limits such as Price Paid Data exclusions.
- Label each figure as observation, attribution or impact.
Common questions
What is the difference between monitoring and impact evaluation?
The 2026 Magenta Book distinction is that monitoring can describe change, while impact evaluation addresses whether an intervention caused it. A credible estimate that media caused an outcome needs a counterfactual or another proportionate evaluation design. Applying that distinction does not turn a commercial report into official statistics or prove a media effect.
What should a metric contract contain?
It should record the exact event and counting point, eligible population, numerator and denominator, unit, reporting period and timezone, named source, query logic and attribution rule, geography and exclusions, quality limits, and the metric owner, reviewer, threshold and update trigger. One versioned contract makes a label such as engagement reproducible.
Does a platform view count as proof that content caused an enquiry?
No. A view reported by a platform is an observation, and a rule that assigns an enquiry to a link is attribution. Neither shows that content caused the enquiry or that the enquiry has value. A causal claim needs a counterfactual or another proportionate evaluation design.
