Measurement

Part of Measuring property media with metric contracts, governed tracking and honest attribution

Property creators measurement: when a good result still cannot be published

In property creators measurement, a strong enquiry figure does not clear a hidden advert, an unapproved promotion, missing rights or an inaccessible journey.

A report can look excellent and still be unfit to publish. Attributed enquiries show how a credit rule assigned contacts. They say nothing about whether the advert was visible, the promotion was approved or the journey worked for everyone who tried it.

What to take away

  • A good result cannot compensate for a hidden advertisement, an unapproved financial promotion, missing media rights, insecure access or an inaccessible journey.
  • Advertising, FCA, CMA and IPO answers do not replace privacy, security or accessibility decisions.
  • An empty planning data result stays unresolved and is not a cleared claim.
  • For every correction, preserve the original report, changed definition, reason, approver and affected decisions.
  • Pause publication when a result cannot be reproduced or a review remains unresolved.

A result answers one question, a gate answers another

A measurement result describes what happened under a stated rule. A gate asks whether the content was allowed to run in the first place. A strong number can never answer the second question, because attributed enquiries cannot compensate for a hidden advertisement or a missing licence.

Attribution applies a credit rule and does not establish that an intervention caused a change, so a high count of attributed enquiries is already a limited claim. Placed beside a failed gate, it reads as praise for content that should not have run.

Defining the metric properly is a separate job, covered in measuring property media. The question here starts after the figure exists and someone wants to publish it, present it to a client or build the next brief on it.

Seven reviews a strong result cannot replace

Each gate has its own question, and none of them is answered by a metric. Every gate also needs an owner with authority over the matter, and the eight property media roles show who holds that authority for facts, rights and release.

Financial promotions and unfinished checks

A mortgage, credit or investment promotion cannot be cleared by results. The FCA's guidance on financial promotions on social media gives an example of an illegal financial promotion: an unauthorised influencer communicating one without approval from an appropriate authorised person where no FPO exemption applies.

An unfinished check works the same way. England Planning Data says that coverage varies and that an absence of results does not mean no constraints exist. Count an empty result as unresolved. Do not score it as a cleared claim, and do not drop it from the denominator.

Rights, access and privacy sit outside the dashboard

Media rights, secure access and an accessible journey are invisible to any dashboard. The IPO's digital images notice, security controls and accessibility testing each raise their own questions, and an approval from advertising checks or FCA review cannot substitute for privacy, security or accessibility decisions.

Personal data deserves the same discipline. Raw enquiry text, persistent identifiers and household details can raise risk without answering the reporting question. ICO data-minimisation guidance requires personal data to be adequate, relevant and limited to the purpose, and cookies, tags or pixels need a separate assessment under the ICO's 2026 storage and access guidance.

Where reports draw on enquiry data, mapping the data flows shows what the reporting purpose can justify. Keep only the fields that a stated decision needs, and delete the rest before the report is shared.

Corrections and pause rules

For every correction, preserve the original report, the changed definition, the reason, the approver and the affected decisions. That record lets a reviewer see what was published, what changed and who accepted the change, without relying on anyone's memory.

Pause publication when the result cannot be reproduced or when privacy, property, statistical, advertising, FCA, rights, security or accessibility review remains unresolved. Work down the list below before any report leaves the team, and treat a missing answer as a pause rather than a pass.

  1. Reproduce the figure from the stored query and the stated definition.
  2. List each review that applies to the content behind the number.
  3. Mark each review approved, unresolved or not applicable, with the approver's name.
  4. Pause publication if any applicable review is unresolved.
  5. Log any correction with the original report, changed definition, reason, approver and affected decisions.

Common questions

Can a high enquiry count justify keeping a post that failed an advertising check?

No. Attributed enquiries cannot compensate for a hidden advertisement. The result describes what a credit rule counted, while the advertising gate asks whether the content was obviously identifiable as an advertisement in the first place. A disclosure policy records who decides the label.

Does an empty planning data result mean a site has no constraints?

No. England Planning Data says coverage varies and an absence of results does not mean no constraints exist. Count the check as unresolved, and do not score it as a cleared claim or remove it from the denominator.

What should be kept when a figure is corrected?

The original report, the changed definition, the reason, the approver and the affected decisions. Pause publication whenever the corrected result cannot be reproduced or an applicable review is still unresolved.
