Eight roles in property media, each with authority over facts, rights or release
Assign eight evidence-led roles for England property media, with clear authority over facts, rights, advertising, data, access and final release.
Use a proposed three-part new-build series to see how eight distinct decision roles can work in a small team. The commissioning owner confirms the legal entity and site plan, while the brief excludes mortgage advice. Each check asks who can establish a fact, grant permission, approve a specialist gate or stop publication.
The commission arrives
Start by fixing the boundaries of the proposed series: who is commissioning it, which property it concerns, who will see it, what output is wanted and which activity is excluded.
The owner also sets the budget and final business decision, but cannot overrule a specialist failure. The work follows one property-media job from commission to release.
- Situation and status. The commissioning owner records the legal entity, site plan, audience, output, commercial relationship, excluded activity and budget. The brief states that mortgage advice is outside scope. The owner also obtains a workforce-status review: employment status guidance explains that employment-law status affects rights and responsibilities and may differ from tax status. Calling someone freelance does not decide the question.
- Property claim. The property-evidence editor separates sourced fact from a client assertion and builds claim cards with source edition, geography, period, unit, caveat and refresh event. If the proposed claim uses Price Paid Data, the check finds a limited record of certain lodged sales in England and Wales, with exclusions, not a present valuation. The editor keeps that limitation beside the claim.
- Access and safety. The location and access coordinator checks who can authorise entry, which areas are permitted, occupancy constraints, safety arrangements and what must stay out of frame. The finding must be supported by current access authority; if that authority changes, the coordinator stops the shoot and records the change. HSE risk-assessment guidance gives a general work-risk process, not an assessment of this location or its people.
- Rights and appearance. The media and appearance-rights custodian connects each photograph, plan, graphic, track, voice and visible person to an owner, permission, licence scope and withdrawal route. For a drone photograph of a terrace, the record needs the photographer licence, the visible person consent and a withdrawal route. The IPO notice on digital images warns that online availability or a missing copyright symbol does not remove protection.
- Cut and access formats. The production and accessibility editor keeps the script, capture, edit, captions, transcript, thumbnail, copy and links tied to one version. The editor checks whether the meaning survives without sound or imagery and whether the enquiry route works. Government accessible-communication guidance supports planning suitable formats early; a qualified accessibility review is still needed for the real service.
- Commercial language. The commercial reviewers examine incentives, client control, advertising labels and objective claims. A paid partner post mentioning a mortgage rate goes to the FCA commercial review, even though mortgage advice was excluded from the commission. The ASA reviewer separately checks clear advertising labelling before engagement, using ASA guidance. Neither reviewer can substitute for the other.
- Enquiry data. The privacy and enquiry steward maps controller and processor roles, form fields, transparency, access, recipients, retention, deletion, suppression and later contact. If the enquiry form sends leads to a CRM, the check requires a processor contract and a deletion date. ICO processor-contract guidance identifies contractual subjects to review; supplier paperwork is evidence, not approval of the data route.
- Release decision. The release and incident manager checks that every applicable gate passed the same candidate version, records the live URL and can pause distribution, disable collection and start correction. The manager also keeps deputies, recovery access and exercises using synthetic or authorised material. NCSC response and recovery guidance supports preparation; evidence of readiness comes from the organisation own documented test.
The points where authority must split
The scenario shows why job titles alone do not establish control. The commissioning owner sets the business boundary, but evidence, access, rights, accessibility, commercial review, privacy and release each have a different stop point.
Record each role authority limit, evidence location, deputy and escalation contact so another person can identify who made the decision.
The selection method was dated 5 September 2026: the editorial research team mapped one property-media job from commission to deletion. Roles were included when they owned evidence or could stop release at a distinct risk boundary supported by the linked official record. The list is unranked and excludes headcount, salaries, staffing ratios and platform growth work; no team or workflow was observed.
Rules carried forward from the case
- One person may hold several roles when competence, available time and conflicts allow it, but nobody signs a gate they own.
- Keep specialist approvals separate. In a three-person arrangement, one person can take commissioning owner, release manager and FCA commercial review; another can take property-evidence editor, location coordinator and production editor; a third can take rights custodian, privacy steward and ASA commercial reviewer.
- Give each role a named deputy and record its authority limit, evidence location and escalation contact. Name a deputy before work begins, and keep the relevant specialist failure beyond the commissioning owner authority.
- Test the pause and correction route with synthetic or authorised material before relying on it. The release manager should verify the same candidate version against all applicable gates, then preserve the release record and live URL.
These controls describe general guidance, not approval of a particular workflow. Use the evidence and authority boundaries in the worked case to decide whether a proposed release is ready; where a required check is missing or cannot be reproduced, leave that gate unsigned and keep the release on hold.
